Installing gcc-toolset via dnf

How can I install gcc-toolset-10 & gcc-toolset-10-gcc-gfortran via dnf on mariner 3?
I have an azurelinux 3.0 VM, I am trying to install gcc-toolset using dnf, no version is available.

I tried adding a repo from fedora project but it doesn't have gcc-toolset available either.

Is there a different repository I can use to install these?
