Permissions for individual tables and explorations

We'd like to support sharing individual tables and explorations with a given user, rather than an entire schema or database.

Closing this since this is now implemented, Mathesar now uses Postgres permissions and can handle any type of Postgres permissions.

We don't currently support individual permissions for explorations, but that's because we are rethinking it as a standalone feature, we will add more granular permissions once we decide on the new architecture for querying.
