Replies to Unlisted/Quiet public post should never be able to be set to Public visibility

Steps to reproduce the problem

1. Post something with Unlisted/Quiet public visibility
2. Reply to it while setting the reply's visibility to Public
3. See that the reply is set to Public (and as a bonus look in a Misskey instance to see that the reply stayed Unlisted/Home visibility anyway)

Expected behaviour

In the web interface it shouldn't be an option to set it to Public in the first place, and internally any attempts to do so with the API should be quietly ignored

Actual behaviour

I'm able to set my reply to Public even though the parent post is Unlisted.

Detailed description

Since nobody seems to be looking at the Discussions tab, I've decided to create an issue from my Discussion at #29728

Personally I don't really care much what ever action is taken but I really want an answer so my issue at misskey-dev/misskey#12864 can progress.
