Missing INotificationPublisher in version 2.1.7

Despite the Documentation, INotificationPublisher is unavailable for use in Nuget package version 2.1.7.
If the feature is unavailable in the latest release, it should not be mentioned in the documentation or noted boldly as an incoming feature. I spent more than 3 hours trying to find out the matter.

Please let us know about your plan for a new release.

Updated the README. I'm working on a couple of larger issues that I wan't to include in 3.0, but there is no deadline or set date since I work on this only evenings and weekends.
