Accept comment_id for selecting sticky comment #1360

It would be nice to be able to select a comment by ID, for use in long-running PRs where the comment may be hidden by a later run before it is complete.

It seems like a good offer since we can skip the process of finding comments if we have an ID, but I am worried about how we will store them. Any ideas?
