From the README it sounds like an owner/maintainer API key is supposed to be logged on startup
As we passed the --dev flag to quetz, a testing API key can be found in quetz's output which you can use for this example.
I don't think this is true anymore. I looked in my quetz.sqlite and found that there's an API key for "carol" in the database but she is not an owner either. I just had to manually set myself as an owner in the database to get my API key able to create a channel.
