Consolidate APIs operating on invididual rules to take advantage of bulk endpoint

The bulk endpoint allows us to bulk apply rule changes, which supersedes the functionality of the endpoints mutating individual rules. We should consider deprecating the endpoints operating on individual rules and using the bulk endpoint to apply those changes.
