config database update scheduler job time

Currently, the database update scheduler runs every day at Logstash startup time. If client has thousand of instances running geoip filter at the same time, it could be a burden for bandwidth and server. We could make a random time for each instance to run the job. Users may also want to config the startup time manually. This is a thread for discussion.
