Processes still running when exiting from cmd line

When we invoke the .exe from the command line the process will exit, but there are several pngout.exe processes still running.

I've tried to repro this, and definitely see the straggling pngout processes. On my machine, the ImgCompressor exe will terminate, and the pngouts will eventually disappear within 10 seconds or so.

Is that consistent with what you observed?
