Try on AWS, with Athena and lambda function.

In Year 5, try flattened vector version, see if AWS Redshift can handle ESRI GeoDatabase

Original method processing locally with Python and OGR was far too slow. Tried data partitioned by Dept of Interior regions, and states, neither improved the speed enough.
