Failing to verify sha on icu-release-62-1

On branch 1.13.1 there an error when trying to download https://github.com/unicode-org/icu/archive/release-62-1.tar.gz due to the expected sha is e15ffd84606323cbad5515bf9ecdf8061cc3bf80fb883b9e6aa162e485aa9761 and the referenced file sha is 86b85fbf1b251d7a658de86ce5a0c8f34151027cc60b01e1b76f167379acf181.
On my local machine I fixed adding a patch file placed as build_tensorflow/patch/tensorflow/v1.13.1/0001-change-sha-icu.patch
I attach the file so you can add it to the repository (must remove txt extension)
