Introduce safety mechanism for minimal chart/app version

When rolling back or installing certain version causes major disruption (major update, storage type changes etc), users would like to have notification or even block such an action. This is mostly a safety measure.

This feels like belonging somewhere around "repos" area, but also makes sense to the local charts. Maybe the rule is a combination of chart name with allowed minimal chart/app version.
