Can I use the Keycloak Admin REST API to modify the dropdown list I create? For example, populate the dropdown with a list of alternatives?

Yes you can do whatever action you can do in the admin UI using the Admin REST API.
You just have to open the network tab and see what API endpoints you have to call to reproduce what you are doing by clicking button.
Note however that calls to the Amin API can only be done from the backend. You can call this from your theme running in the browser. You can't ship the root user credential to the browser.
You can however have an API that act as a proxy between your theme and the Keycloak Admin API.

For example here, I get all the "organization of attach (bad translation from french)" of the other users so that I can provide suggestion as the user type and hopefully reduce the amount of users comming from the same organization but that used a slightly different spelling.
