harmonyos 最新的工具链里面的 clang 版本是15.0.4, 最多只能支持到 onnxruntime 1.16.3

clang 15.0.4 是 2022 年 11 月 2 号发布的，今天是 2024年12 月 1 号了。建议你去催鸿蒙更新他们的工具链里面的编译器版本。他们更新完后，我们可以提供最新版本的 onnxruntime 预编译库
