I tested this solution locally. It worked for refreshing posts triggered by scheduler and from admin panel as well. Moreover, it seems all blogs has been fetched and parsed successfully ;)
I think, there is potential to extend the solution e.g. by adding this date to table in
Blogs Management Panel
