--local flag doesn't work

The readme says I can run dvm use --local 1.17.0 to create a .dvmrc file, but when I run this I get:

error: unexpected argument '--local' found

  tip: to pass '--local' as a value, use '-- --local'

Usage: dvm use [OPTIONS] [VERSION]

I'm using dvm 1.9.0

It also seems like .dvmrc isn't being read when running dvm use.
I downgraded to dvm 1.8.6 and that seems to fix the issue so I think this regressed somewhere between 1.8.6 and 1.8.7
