ng test <project> --find-related-tests <test-file-path>

Describe the Bug

Find related tests is running all files in the project instead of limiting to tests mentioned in the option of --find-related-tests

I have tried both by omitting and including project name cli command ng test

Environment

Libs
- @angular/core version: 16.2.12
- @angular-devkit/build-angular version: 16.2.15
- @angular-builders/jest version: 16.0.1

For Tooling issues:
