Add DTS/DCA option to Setting Menu Audio/Video Section

Add setting for this property,

videoframe/dca_audio_decoder_filter=

Not currently in the setting panel and has to be set from the properties file.  
I have to always edit this by hand would be nice to have the ability to pick 
from the list of audio decoders and set from the UI.

Need more info to do this... what are the setting values/options?

I checked my server and one client and neither had this setting.  One has a 
ac3_audio... and the other had a different one... but both had no values.

I wonder if the setting is created if you try to play a DTS (DCA) file???

I have it showing on my Clients but I have MKV's that have DTS soundtracks in 
them.

No biggy, we can skip it.  Just means busting out notepad a couple times a year 
;o)
