jupyter-packaging pinning is broken #101

This cookiecutter pins the version of jupyter_packaging but this breaks because JupyterLab wants to use a different version.

Thanks @travigd for the report.

Looks like we might need to apply a similar update as in jupyterlab/extension-cookiecutter-ts#143
