The base images used for each of the builders are not versioned. Since we want to version the meta builders, we should replicate the source of each base here.

  • meta-triggers uses the GCP gcloud builder
  • meta-cloud-builder uses the GCP git builder

We should also determine how we are going to generate a changelog and watch the source packages for any changes (semver or otherwise).
