Create support for tinymce upstream translations #627

Since tinymce has own translations for many languages they can be used to be automatically pulled in to joomla 5+.
Using the core translation as a single point for translation would make sense for me and also allows us to translate tinymce to languages which are not provided by upstream.

This really needs to be resolved in good time for joomla5 and tinymce6
