Add multilingual support for states

How can we make the states multilingual? run every state through JText::_(...)?
Add a prefix (COM_WORKFLOW_STATE_) and then JText::_(...)?

Please add your ideas!

How does joomla handle multi language in articles?

@Buddhima Multilanguage in articles is handled with multiple articles but I think this is not suitable for workflows.

I would suggest that Multilingual should imply that certain fields in the Article be multilingual not the whole Article itself. Non of that really relates to the question though.
