Seems to me that this will list all the extensions and all the libraries needed (or recommended) for WordPress to run, without making the distinction between the two.

For instance, gd is an extension, while iconv is a library.

Could this distinction be made in the package?

Good idea. Any suggestions for how to make this distinction?

I notice in your patch on https://core.trac.wordpress.org/attachment/ticket/48086/48086.diff the distinction is made in the name.

Yeah, from the packagist docs, seems like only several libraries are allowed:

The following are available: curl, iconv, icu, libxml, openssl, pcre, uuid, xsl.

This is what I used for the distinction between the two. Not 100% sure where would be the best place to check this, that's why I added a second opinion on the ticket 😄
