improve torrent error filter logic

when using transmission with PT, it's common usecase to know if private tracker return any error message.

I hope the error filter could filter torrents with failed tracker announce and show error message.

For example, is a torrent is private (isPrivate=true), if any tracker announce is failed, we count it as error torrents, and display torrent error message if no default .errorString
