Allow any user to claim {X} PACTs from impactFarming if they have phone number and email validated.

"when verified, that user gets included in the impact farming rewards mechanism as if has donated $1 cUSD. atm donating $1 gets ~14 PACT/epoch (~420 PACT after 30 epochs) and can keep earning PACT through staking.. this way gets part of the rewards mechanisms already in place"
