ngspice 36 moved to old-releases/36 #5

In iic-osic-setup.sh, the folder old-releases/ must be inserted in the download path for ngspice 36, i.e, the following works:
https://sourceforge.net/projects/ngspice/files/ng-spice-rework/old-releases/36/ngspice-36.tar.gz

Resolved by updating ngspice to latest version 42.
