Edit: given that the tooltip element is added to the DOM as a child of the body tag, I think we can get away with just hiding overflow on the body. This won't affect overflow or the ability to scroll on any other part of the application because that's all done within some inner div.

Tooltip is misbehaving when it's in a certain position. Seems like a react bootstrap issue but there might be a workaround with hiding overflow.
