truffle migrate fails when deploying on evm shanghai

Since evm shanghai, the gas cost algorithm has been slightly modified at contract creation (see EIP 3860).
Consequently, the precompiled transaction factory.json now has a too low gasLimit, preventing the factory deployer contract to be deployed on a new chain running evm shanghai.
