Show an indication or warning if the uploaded image is too small to be cropped

In some cases an uploaded image may be too small to be cropped for a given registered image size however the cropping UI and handles still appear. This might be a bit confusing so in these instances we should ideally show a warning that the image is too small to be cropped and not load the cropper.
