【BUG】关于评论审核和邮件通知 #69

用户 A 留下评论审核后显示在了页面上，用户 B 回复了用户 A 的评论，这条回复并没有审核通过，但是用户 A 却收到了评论回复的邮件提醒，个人觉得应该改为审核通过后在进行邮件提醒
希望评论后加一个“等待审核通过”的提示语，当开启评论审核后用户的评论不会直接显示在页面上，评论后没有任何提示，容易出现“我刚才是不是评论失败了”的错觉
现在只有一级评论才会对站长进行邮件提醒，当用户 B 回复了用户 A 站长并不知情，这里建议回复也加上站长邮件提醒，否则不能及时审核
