All commands that require sudo to be run, should automatically ask for it like hab-studio #1392

hab-studio now runs as sudo hab-studio when it needs to enter a studio for example.
Could we get this behavior for all the commands that require sudo?
I am thinking hab install/hab pkg install here specifically but may be there are other commands that also need this(I am not aware).

The difficulty here is that hab pkg install only requires sudo if the /hab directory isn't writable by the current user. By contrast, the chroot environment that the studio sets up will always require root.
