I suggest the document could (and probably should) say who it is aimed at, and what it is trying to do. Something like:

This document is aimed at taking people who already know type design, and telling them what they need to know to create fonts that meet the requirements of Google Fonts. It assumes general type design knowledge, but does not assume deep technical knowledge of font standards, nor does it assume software development background. We hope to make the creation of Google Fonts accessible to a wider audience than before, and make it easier for Google to bring new fonts to the service (“onboarding”).

Does that seem vaguely appropriate?
