Relocation self-hosted to saas Failed

Steps to Reproduce

1. https://docs.sentry.io/concepts/migration/
2. this workshop: https://sentry.io/resources/migrate-to-sentry-saas-workshop/
3. Connect to one of web pods and instead of launching the long bash script, run whatever it wraps around, so run the following:

sentry export global --encrypt-with /key.pub /export.tar

It should provide the same result as sentry-admin.sh script. Already copied the provided key inside the pod.

4. "I verified export.tar inside the pod and on my local machine (standard thing to check if transfer completed without any loss). Then I proceeded to upload export.tar to relocation landing page (https://sentry.io/relocation/), got the usual for the procedure "Relocation Accepted" and about an hour later received this:"

Expected Result

Relocation should succeed and new org slug should have the migrated Projects data, among other data.

Actual Result

Relocation Failed

A SaaS org that is blank, no projects in it.
