When you have maintenance enabled as well as Force SSL it's not taken into account and the redirect to https does not happen.

I tested and if I access the site using https, even with force_ssl disabled, the page stays in HTTPs.

You mean the redirect after logging in, or when showing the login form?

With the force_ssl enabled if I go to http it does not redirect you to https like it does when the maintenance mode is off.

@flaviocopes same thing happened with me. When maintenance mode is enabled with force SSL option is On, when you type example.com it doesn't redirect to https://example.com. But it's a different case if you type https://example.com directly on the browser. This is when showing the login form, not after logging in.
