Is your feature request related to a problem? Please describe.
When looking at policy preview, it can take a long time to scroll through to any specific part.

Describe the solution you'd like
A menu of some kind in the window that allows user to jump to specific sections in the policy. Would be particularly helpful during the subpolicies question (#100), to help users decide on appropriate content areas for particular groups.
