Things like this end up happening:

Notice: /File[/var/opt/lib/pe-puppet/lib/puppet/provider/.gitkeep]/ensure: defined content as '{md5}d41d8cd98f00b204e9800998ecf8427e'
Notice: /File[/var/opt/lib/pe-puppet/lib/puppet/type/.gitkeep]/ensure: defined content as '{md5}d41d8cd98f00b204e9800998ecf8427e'

It's arguably not important to pre-populate those directories, since pluginsync is already sufficiently opinionated about where things need to go.
