Links to learning resources are dead

PowerShell/PowerShell#19871 removed the learning resources from the PowerShell/PowerShell repo. This track's docs contain two references that need updating.

Should you decide to refer to learn.microsoft.com instead, be sure to update the text as well: currently it names the repo.
