New Zealand: failing scraper -- protected email addresses

Problem

Some members do not have email addresses. When this is the case, the scraper tries to call .attr('href') on nil.

Also, email addresses are now obfuscated and will have to be made human readable.

De-obfuscation is currently being worked on in the Paraguay scraper (everypolitician-scrapers/paraguay-diputados#6). The New Zealand site applies the same obfuscation technique.

Steps required

• Ensure the scraper doesn't break when a member does not have an email address
• Capture human readable addresses
