Bridge(State): don't miss gossipping intermediate state roots #1292

It is still possible to have some trie reorgs that you wouldn't gossip this way, meaning it's possible that trie node is modified that is not in the path of any modified account
I can elaborate more on this if needed.

On call me and Milos talked about it. I am likely to work on this after adding auditing state on glados
