Update Stylelint to v14+ #4273

Currently installed Stylelint v13 doesn't parse Vue's SFC style features (deep selectors etc.).
Shared config for Vue introduced was inroduced in v14 stylelint-config-recommended-vue. Migration guide: https://stylelint.io/migration-guide/to-14/
