Yarn install fails in the Emotion repo

Hello, I'm trying to get the Emotion repo set up on my PC (Windows 11), but I get this error while Yarn is building native packages. As you can see, I have Python 2.7 and Visual Studio 2019 installed. I have Node 14 and the latest Yarn 1.x.x.

Is Emotion development Mac/Linux-only currently?

We are running our CI tests on Windows as well:

emotion/.github/workflows/main.yml

So I'm afraid that I have no idea what is going on there :/ I know that one of the recent contributors is using Windows, so the problem you are facing definitely is not global.
