Issues with command line commands

Description

Please provide detailed guide about using command line. It's not possible for a novice command line user to set up environment following the documentation. The commands does not work. We need extra work like setting up environment variable etc. I am getting the following error on Powershell:

The command sdkmanager was not found, but does exist in the current location. Windows PowerShell does not load commands from the current location by default. If you trust this command, instead type: ".\sdkmanager". See "get-help about_Command_Precedence" for more details.

Please provide detailed instructions to make it easy for new command line users.
