Run dolt engine tests as part of CI #1453

GMS changes frequently break dolt tests and require quick GMS fixes/updates.
We should run dolt engine tests as part of the GMS CI process. Something like this:

  1. Run standard GMS tests
  2. Clone dolt main
  3. Update dolt/go/go.mod to replace github.com/dolthub/go-mysql-server with local version or with the current GMS hash
  4. Run "essential" dolt tests
