Doltgres does not yet support creating aggregate functions through the CREATE AGGREGATE statement.

Example from the Sakila data dump:

CREATE AGGREGATE group_concat(text) (
    SFUNC = _group_concat,
    STYPE = text
);

Discovered through testing the Sakila data dump.
