On new page creation duplicated pages are being created

Describe the Bug

When a new page is being created, a duplicated pages are being created as well on publish

Steps to Reproduce

1. Go to 'Pages' and click on 'Create Page'
2. Fill in the title
3. Click on 'Publish'
4. See success message for ex. Page "Deutschkurse" was successfully created
5. Go to list view and see that there are several pages of it

Expected Behavior

Only one page should be created on publish

Actual Behavior

Several duplicated pages are being created

I'm not able to reproduce it on cms-test. Tried in two different regions.

This needs further investigation, until then this doesn't block our release (yet)

After pruning the database and loading testdatabase and starting from all over again, when I create the very first page and when I click publish I received this error and when I got back to the list view, I saw that there are two pages of it. But on the second time when I created a page I received no integrity error

I just found out if the admin user does not click on page link section to update the url to the page before clicking on publish button, then the duplicates of it will be created...

And if you go back to pages list view and click on the first Page without clicking on page link to see the page is updated with page url

And on the second page of Page without clicking on page link to see the page is updated with page url

You will see that it creates different url path endings automatically

But if the admin user clicks on the section of page link and sees that the url path got updated with the page link and then clicks publish button, then no duplicate will be created
