Rename "KoblenzPass beantragen oder verlängern"

Is your feature request related to a problem? Please describe.
The button “KoblenzPass beantragen oder verlängern” is misleading in my opinion because I do not want to apply for the pass, but rather activate my pass: “KoblenzPass aktivieren oder verlängern”

Maybe "KoblenzPass erstellen oder verlängern" could also be fine, since we name it like that in the self service portal @dkehne @hauf-toni

KoblenzPass aktivieren oder verlängern seems better. So people that accendtly come to the service portal will not be angry because they think they can create a KoblenzPass there (although we CREATE it technically at that point).
