Load Notas for Arbitrators

A number of hooks allow you to store arbitrators who have certain payment cashing privileges.

However they cannot interact currently since they are usually neither the sender of receiver of a payment.

During the fetching of Notas this either needs to be a second query or packing into the initial one for fetching all Notas relevant to the connected account.
