Issue description

When logging an artifact in an opsml run, opsml is saving the temp path as a reference. This is fine; however, when trying to download the artifact later on, opsml attemps to download it to it's temp path which does not exist. Instead opsml should be downloading the artifacts to an arbitrary directory (named "artifacts")

Expected behavior

Artifacts should not be downloaded to temp path

Installed versions

Replace this line with the output of opsml.__version__.
