Canteens let horses survive for days by default, and on servers with modified stack sizes, this can end up being a really long time. Also how are these horses opening the canteens without spilling most of them everywhere...

This optional config value would let you override how much canteens 'feed' horses, even basically disabling them entirely for a more hardcore experience. Without canteens providing the water, you would have to rely on stabling your horses next to a fountain and or else leaving them out for a day would kill them.
