One change we could immediately make in the script is to jump to a location for each vocabulary when the fragment is missing since we have ?v=[vocabulary]. This would at least be an improvement.

Safari and IE don't recognize an incoming hash fragment set by the server:
http://stackoverflow.com/questions/2286402/url-fragment-and-302-redirects
And I've confirmed this.
